Job Description

Overall responsibilities include management and coordination of estimating work process and supervise an estimating team (generally 5 man teams) in Batam, Indonesia for the development of Manhour Estimates for SPAR Construction.  SPARS will be in the 10, to 20,000 MT range, duties will also include establishing SPARS estimating procedures, systems, metrics and methods.  Interim and final estimates must be professionally presented to Batam and Asia Pacific management.              
  • Prepares the “Estimate Plan” prior to commencing and the “Basis of Estimate” document upon completion of the estimate.
  • Provides guidance, direction and specialized assistance for the resolution of complex estimating problems in accordance with the company’s procedures.
  • Provides the project management team with Project Schedule input data from the estimate preparation and reviews process.
  • Organizes and supervises assigned staff as appropriate.
  • Plans and works pro-actively with the other functional departments to identify priorities and expedite estimate input data to achieve the planned completion date and quality.
  • Provides training and guidance to assigned personnel in the preparation, revision, and production of cost estimates and reviews the work of subordinate personnel.
  • Reviews material takeoffs for mathematical and technical consistency.
  • Reviews contractual documents and contract modifications to determine scope of work and scope changes.
  • Prepares and summarizes task estimates including rate and unit cost determination and performing mathematical calculations by applying standard factors.
  • Obtains early phase quotes for materials and services and assigns these costs within the estimate.
  • Develops labor cost rates and productivity ratios for projects outside Singapore.
  • Accumulates, evaluates and documents historical cost data and construction procedures and methods in order to maintain current estimating standards and databases.
  • Develops and presents relevant cost background information.
  • Participates in client presentations and negotiations as required.
  • Performs other responsibilities associated with this position as may be appropriate.

Desired Skills & Experience

  • Required Degree in Engineering
  • 3 – 5 years Estimating and Oil and Gas Industry Experience
  • SPAR Construction Experience
  • SPAR Estimating Experience
