Subcontracts Administrator - (1861)

Job Title : Subcontracts Administrator

Job Description 
  • Ensures the implementation of HSE procedures and all other HSE initiatives and programs by Subcontrators.
  • Pre-qualification of subcontractors through analysis of informatin sent in response to questionaires, financial investigation, and reference checks.
  • Assists estimating in developing proposals for new projects.
  • Assists project management in developing and finalizing of Bidders Lists for each type of work to be suncontracted.
  • Consults with project management and coordinators on scopes of work and other requirements pertinent to a specific subcontract.
  • Receives and checks requistions for subcontracts.
  • Resolves any discrepancies of deficiences within the requistion or technical documents.
  • Obtains clarifications,missing documents, or information.
  • Finalizes Bidders List and obtains approvals.
  • Prepares and issues formal request Quotations.
  • Plans for, schedules and makes sure bidders make site visits.
  • Facilitates responses to Bidder queries regarding the Request for Quotation.
  • Facilitates bid clarification meetings, pre-award, and award meeting as required.
  • Ensures proper meeting minutes are recorded and distributed in a timely fashion.
  • Effects negotiations to meet project and Owner goals.
  • Evaluates proposals and makes recommendations for award after technical input.
  • Obtains appropriate approvals for award.
  • Ensures tax and license requirements are correctly addressed.
  • Ensures project schedules are supported
  • Prepares, Executes, and issues project subcontracts.
  • Ensures proper insurance certificates are on file prior to mobilization.
  • Assists project team in resolving subcontrator disputes, claims, and performance issues.
  • Identification, evaluation, preparation and subsequent agreement of Subcontrat scope of work changes.
  • Prepare and issue properly approved Addendum's in support of project requirements.
  • Maintain subcontract file with documentation required for audit.
  • Ensures adherence to the Project Subcontracting Plan; document and obtain prior approval of exceptions.
  • Ensures control of formal communications with subcontractors.
  • Main contact for all Subcontractors commercial and contractual matters
  • Responsible for complaince with Global Guidelines, Policies and Porject Procedures.
  • Resposible for Subcontract file maintenance and documentation.
  • Ensures that all Subcontractors comply with Prime Contract obligations and that Prime Contract conditions where applicable flow througrh to Subcontractors.
  • Provides input to project weekly/monthly reports
  • Other tasks as assigned by Project Manager and/or Area Aubcontracts Manager

Job Requirements
  • Bachelor's degree in a construction, engineering or business related field, or the equivalent experience
  • A minimum of 10 years prior engineering and construction industry work experienc.
  • 2 to 5 years prior procurement/ materials management experience including subcontracts administration/ quality surveyor eperience of which 2 years ahve been directly concerned with Offshore Engineering
  • Knowledge of contracting strategies, principles and precedures
  • Knowledge of type of works typicall subcontracted, appropriate work packages and scopes of work
  • Ability to manage multiple projects and priorities
  • Ability to communicate effectively in writing and orally in a business environment
  • Proficient in the use of MS Office computer applications including Word, Excel, Access, Powerpoint.

Principal Cost Controls Specialist - (1895)

Job Title l Principal Cost Controls Specialist

Job Description
  • The Principal Cost Controls Specialist working under the direction of the Cost Control Manager performs the overall cost control integration function including contol budget maintenance, commitment monitoring, expenditure reporting, cost estimates to completion and project cost reporting activities.
  • Coordinates development program control budget in conjunction with program directorate and project management teams at project locations.
  • Monitors and maintains program control budget and estimate at completion with updates received from project change coordinator, contract administration and project management teams at project locations.
  • Coordinates cost control input from project controls teams at project locations to develop program cost reports in compliance with contract and corporate requirements. 
  • Provides cost control funtion for program directorate cost account. 
  • Provides input and support as required for preparation of client invoice.
  • Provides recommendations for corrective action to program directorate.

Job Requirements
· BS degree in Engineering or Construction or equivalent from an accredited college or university.

· Minimum of 7-10 years of overall Project Controls experience.
· At least 3 years of Project Controls experience with offshore projects over $100 million.
· Must have EPC experience.
· Proficiency in Primavera P6 v2.1 preferred.
